status ratified

One rule dissolves the multiverse confusion: registers map to LAYERS, not projects. Every story owns exactly one altitude of the stack and never leaks up or down.

Keeps the Accession Register, walks the gallery quarterly, guards vignette truth, archives vintages. Off the mission loops by charter.

The xenonite wall is real code: @rocky/contracts ([redacted]) is the typed divider ROLAND speaks through. Different atmosphere never leaks onto the floor because everything crossing the wall is schema-validated.

DEC-APEX-0004 ROLAND = the annex. PHM-register speakable specialist for subagent fleets and convergence, sealed in the L1-annex, communicating only through typed contracts (@rocky/contracts). Wraps the ROCKY/RALPH/KAHN seam at the speech layer; Kvasir remains the governing god. Name ruling: ROCKY rejected as agent name (collides with the L3 app it wraps — wrapper never shares the wrapped name); working name AMAZE superseded by ROLAND, 2026-07-31. proposed (activate when fleet ops go live)
DEC-APEX-0005 Odysseus = quarters-class app. Ground-truthed against the repo: a self-hosted AI workspace (chat, agents, research, docs, email, calendar). Not a god, not a plane. Six planes stand; Odysseus's built-in agents are cabin tools, never apex citizens. ratified 2026-07-31
DEC-APEX-0006 Decks = ODIN · APOLLO · SPUTNIK. Hosts bear flown-hardware names — places, never people. ODIN (Odysseus VPS, operator's seat) is named for its occupant per the high-seat doctrine: the throne, not the god — Odin remains NULL0's name and the deck never speaks (flown heritage: Odin sub-mm satellite, 2001). APOLLO (OpenClaw VPS) — the program that carried crews; agents' quarters. SPUTNIK (n8n VPS, [redacted]) — the first telemetry beeper; "fellow traveler" for the engine that travels alongside every task. Rejected: WATNEY (collides with [redacted], DW-APEX-05), ZOID (imports a fifth universe for one hostname). ratified 2026-07-31
DEC-APEX-0007 Spaceflight designation layer. Mission-ops designations overlay all layers orthogonally, like tail numbers beside aircraft names. Callsigns: NULL0=FLIGHT, WAZOWSKI=CAPCOM, SULLY=BOOSTER, ROZ=EECOM, ROLAND=FIDO; familiars=ASCAN corps; pantheon=BACKROOM (MER). Planes: S1=ECLSS, S2=PROP, S3=AIRLOCK, S4=TLM (downlink-only — no uplink on this channel), S5=FDR (append-only by definition), S6=C&DH. BIFRÖST crossings = GO/NO-GO polls. DEC-APEX-0008 CELIA = PAO. New L1 floor agent (Monsters register): the sole console authorized to speak to the public. Owns the outbound flywheel as a standing daily duty — wields baselinx-* skills, POSTIE dispatch, dj-educator, design journal. Closes the revenue-side agent gap. ratified 2026-07-31
DEC-APEX-0009 FAO — the operator's flight plan. Callsign-only agent (character optional, may be assigned later): owns NULL0's timeline — morning brief, cadence reviews, mission-elapsed-time countdown to the [redacted] net-MRR threshold on the TLM panel. Guards the scarcest resource in the architecture: FLIGHT's attention. ratified 2026-07-31
DEC-APEX-0010 SURGEON — dormant charter. Customer-health console: support triage, KB articles, churn-risk escalation (customer-support plugin suite as toolkit). Activation trigger, as amended by DEC-APEX-0016 (R-0016-C, ratified 2026-08-04): the trigger arms the moment G-1 clears and a real grant folds — superseding the original "first paying customer" wording. DEC-APEX-0011 FLIGHT-RULES corpus. Rank-1 append-only artifact of pre-ratified if-then decisions, each Týr-enforceable. Converts recurring NULL0 decisions into standing automation without cognitive surrender: judgment is pre-exercised, not delegated. Retirement condition, operationalised: the day the corpus covers a full day's decisions. ratified 2026-07-31
DEC-APEX-0012 Content-estate reconciliation. The devarno-cloud content estate (abacus ledger → FATHOM → yao → studio/console → choco TS20, per content-ledger doctrine verified 2026-07-31) is PAO's flight segment: the real substrate under OS-04. Its five planes nest inside Mary's bus as a payload instrument's internals — no plane conflict. Envelope scoping: ICD-001 is the TRANSPORT FRAME; @asgard/contracts (content) and @rocky/contracts (fleet) are PAYLOAD schemas addressed via well_ptr — one frame, many payloads, per CCSDS. Wrap named: CAPCOM wraps pebble (the MCP gateway is the door vault's implementation). Grandfathered collision: HERMES (CI runner fleet) vs Hermes (STRATT ops council) — both live; disambiguate as HERMES-CI vs council/hermes wherever co-occurrence is possible. DEC-APEX-0013 mary.wiki registered. Facility documentation apex — the published home of this corpus (APEX-MAP, CONOPS, FLIGHT-RULES, SRS, manifests), AIRLOCK-gated where required. Renewal ≈ [redacted], logged to Skuld's liability register. [redacted] deliberately deferred: identity-apex purchase (~[redacted] renewal) held pending an explicit FLIGHT GO as a decade-scale commitment — a discount banner is not a poll. All other mary.* TLDs rejected (renewal traps or DW-APEX-06 violations: the vehicle has no media presence, no support desk, no persona). DEC-APEX-0014 CHESLEY chartered — the curator. Annex specialist (gallery compartment) named for Chesley Bonestell, father of astronomical art; register: spaceflight-heritage persona per DEC-0007, the NASA Art Program made agentic. Owns the taste/coherence/conservation seam nobody else covers, completing the triangle: EITRI makes, CELIA exhibits, CHESLEY judges and commissions — no two share a verb. Duties: the Accession Register (census of every apex artwork: sigil, vignette, palette, register, truth-state), the quarterly Gallery Walk (aligned with M06 cadence; scores coherence-vs-distinctiveness across the collection), conservation (vignette truth-states: as-flown vs aspirational, re-read against reality each season), vintages (MR-7 for art — superseded sigils/vignettes archived as past exhibitions, never deleted), and commissions (he proposes, Eitri builds; C-001 = frame mary.wiki). No console callsign: art is off the mission loops — critique happens in sessions, never on FLIGHT's voice channels. DEC-APEX-0015 FREE-FLYERS — the class beside the stack. Registers that are not MARY's live in a class, not a seventh layer: a free-flyer has its own bus and mission, berths when there is reason to, and undocks without affecting the vehicle. A layer would inherit DW-APEX-01 (one register per layer) and fail immediately, since the point is that flyers carry unlike registers; FF-02 supplies the seal layer law would otherwise have given. FF-01..06 stand. ĀNANDA gains a home (amends DEC-APEX-0003's grandfather entry). MONTRESSOR admitted as the first free-flyer — the spaceport, not a character — internal cast sealed by FF-02 and never spoken at an apex surface. Opens DW-APEX-10. Precedent recorded: [redacted] rejected as an apex agent (failed FR-001(a) — matches no layer; failed FF-01 — does not survive the loss of MARY), function folded into HEIMDALL whose charter already covers detection; the name released to MONTRESSOR's sealed cast. DEC-APEX-0016 Revenue estate & money-spine convergence. seam_class: A. R-0016-Atoll.* plus Skuld-domain writes are the only class-A money spine; the per-repo billers stay L3-sealed and running but their entitlement decisions are drift against the spine unless grandfathered or converged; rocky and smo1/so1 grandfathered as already taking live money; new monetisation enters through toll. Two entitlement truths is two audit trails and no one-truth MRR (OS-06). R-0016-B — the revenue estate (catalogue, renewal liabilities, MRR model) is SKULD's flight segment, not the floor's; day-to-day movement is HEIMDALL's observation surface (as amended on ratification, R-2a — DEC-0016 as drafted read [redacted], rejected by DEC-0015). Neither personifies toll; toll stays the sealed L3 engine both read through. R-0016-C — SURGEON's dormant trigger arms when G-1 clears and a real grant folds; amends DEC-APEX-0010. G-1 heads the gap list by opportunity cost: the pipeline is built and live, and one misconfigured URL makes it earn zero. FR-013 and FR-014 are NOT ratified here — they stand as drafts in FLIGHT-RULES and ratify individually, per FR-003's class-A human_ratify and FLIGHT-RULES' do-not-batch discipline. Drift watches (falsifiable, PETROVA-style)

DW-APEX-11 through DW-APEX-15 are permanently void. They were never issued and never will be; a document citing one is citing nothing. Numbering is sequential from the highest issued ID — the next watch opened by any decision is DW-APEX-19, regardless of which DEC opens it. DEC-number-keying was considered and rejected: it collides on the next decision that opens more than one watch. Renumbering 16/17 downward was also rejected: it rewrites identifiers already cited at TOLL-OBSERVABILITY-001.md:48,41 and SKULD-REVENUE-ESTATE-001.md:36, against MR-7. Ruled in docs/decisions/2026-08-04-dec-apex-0015-0016-ratification.md (R-3).

  1. envelope.schema.json — the Task Envelope contract (companion artifact, this ships with it).
  2. Nidavellir workflow #1: stamp-envelope — intake anything, emit a valid envelope. Everything else composes downstream.
  3. Nidavellir workflow #2: door-resolve — intent → DOOR-ID lookup against the vault registry.
  4. Per-floor-agent prompt/skill stubs (Wazowski, Sully, Roz; ROLAND deferred to DEC-APEX-0004 activation).
